At Wednesday’s Cobb school board meeting, the expectation was that the Jonquil Plaza project would be approved. The Cobb County school board must approve any projects that are using the tax allocation district funding that was set up in 2003. The TAD includes about 140 acres in Smyrna. The total cap that was previously approved is $30 million and the school board voiced concern that with the new Jonquil Village needing $24 to $26 million in bond financing, it wouldn’t leave much for any other projects that have been discussed, most notably Belmont Hills.
With the school board not scheduled to meet again until December 14th, Mayor Bacon asked that a special meeting prior to their next meeting to get the matter resolved. After much angst and uncertainty, the Cobb County school board did call a special meeting and has approved the project. Yeah!!!
The Jonquil Plaza planned redevelopment includes more than 160,000 square feet of retail space including a Publix grocery store, more than 20,000 in office space, and about 300-355 condominiums all built above a 1,000-space underground parking deck. Everyone is certainly excited about this new development and will truly make Smyrna an exciting place to live/work/play when combined with The Market Village, One Ivy Walk and West Village.

Rising from the former home of a trailer park, Monte Hewett’s newest development, Sherwood Park is under way in Smyrna. Sherwood Park is located off of South Sherwood Road, south of Concord Road and east of North Cooper Lake Road in Smyrna. The city of Smyrna has long been trying to redevelop this property due to many code violations with the trailer park.

When looking at the current housing trends, some interesting revelations can be noted related to the Smyrna Vinings home market. In the table above, we have shown by zip code for both single family homes and condos the amount of homes currently active and resulting months of inventory. Months of inventory indicates the number of months it is estimated to take to sell all active homes currently listed based upon the amount of homes sold in the past year in their respective zip codes and price points. More than 6 months of inventory typically points to it being a buyer’s market.
The most alarming statistic is in the $500-750,000 market in single family homes. There has been a significant buildup in this category as numerous builders having launched new subdivisions in this market segment within the last few months. This is combined with the fact that this price point has seldom been seen in this area previously with exception of the 30339 zip code. New construction in this price point include Vinings Estates, Stonehaven at Vinings, Stonecrest Manor, Ellis Wade, Kensington Green, West Village, Spring Street Village, Rileys Walk, Walker Street Cottages, Collier Place, Concord Lake Village, Parkview Village, Barnes Mill, Collins Lake Estate and Wakefield Estates.
There is a similar trend in the condo market as we’re seeing the introduction of $500-750,000 condos in the Smyrna Vinings Market. Beyond this, while there are variances within each zip code, the inventory amounts for other price points for the Smyrna Vinings home market actually indicates a fairly healthy housing market.

The International Academy of Smyrna informational meeting was held Wednesday, November 1, 2006 at the Smyrna Community Center. On hand were several of the founding board members and a room packed with parents eager to learn more about the school. The presentation provided a lot of information and generated even more questions. Some of the key aspects covered were:

Location: The charter school will be building a new school at the corner of Church Road and South Cobb Drive, which is currently occupied by a local church. The size of the lot will allow Imagine to move forward with the buildout of the school without demolition of the church, which will continue in operation for approximately another 18 months. The lot is also adjacent to the old Kmart shopping center at the corner of Concord Road and South Cobb Drive. The building of the school will likely spur the redevelopment of the four shopping centers located on the four corners of Concord and South Cobb. Look for mixed residential/commercial developments on these corners in the future. Local architect J W Robinson will be designing the building.

Principal: They are actively searching for the principal and hope to have the position filled by January 1. The principal will then be responsible for hiring the other staff and faculty.

School year: The school year will be a balanced 188 day school year, with six weeks off in the summer and 10-15 days off for fall, winter and spring breaks. The school is planned to open in August of 2007.

Enrollment: Applications are currently being accepted through January 15, 2007 and student status notifications will be sent out by February 15, 2007.

Uniforms: Uniforms will be required.

Curriculum: The intention is for both the Smyrna and Mableton charter schools to teach an international based curriculum. The curriculum will be more advanced than the standard Georgia curriculum. The intention will also be to test the students using the Georgia CRCTs as well as the Stanford or Iowa standardized tests.

Language: Spanish will be taught from K-8 at the new school, with a minimum of one hour dedicated to Spanish per day. In the future, they may look to make the middle school a true dual language school.

School size: The charter provides for a maximum of 1,000 students, but they project to start with 500-600 students.

Pre-K: The school will be offering a tuition-based Pre-K program.

Parental involvement: One the big drivers behind the school is parental involvement. Parents will be required to be involved in the school. Single-parent families will be required to volunteer 15 hours durin the year and two-parent families will be required to volunteer 30 hours per year.
The meeting was well-received by the parents and a lot of questions were answered. While the location of the Mableton charter was not divulged, a location has apparently been put under contract and the location will be announced shortly.
